Building a Blueprint For Revitalization

Highland Park has a downtown revitalization plan thanks to a research project called the Highland Park Downtown Blueprint (HPDB) 2005. The project, funded by state and local organizations, involves Wayne State students. Its goals were to create action-oriented recommendations for a more vibrant Woodward Avenue with improved retail and residential opportunities.

Tiffany Bloom, a Wayne State University urban planning student, served as a project assistant on the HPDB effort through her two-semester affiliation with HP Devco Inc., an independent, nonprofit economic development agency.

Harriet Saperstein, HP Devco president, whose organization supported the HPDB, offers praise
for Bloom and Wayne State University. “Tiffany was a dedicated student, hardworking and focused. Our experiences with her and other students at the university have been very positive,” she says.
